The former Attorney General of Ukraine was born in 1964 in Rivne to a family of a party worker. His father, Vitaliy Lutsenko, headed the city department of the Communist Party and was later elected to parliament from the Communist Party after Ukraine declared independence.

In one interview, Yuri Lutsenko admitted that as a child he did not dream of becoming a policeman; instead, he wanted to be a forester, firefighter, or traveler. He enjoyed playing with toy soldiers, performed well in school, but did not like physical education. Starting from the eighth grade, he hosted segments about school life that were broadcast during breaks.
