Kharkiv region has emerged as a leader in state property rentals, according to the State Property Fund of Ukraine.

In 2024, the rental of state property in the Kharkiv region contributed nearly 31.8 million UAH to the national budget.

In Kharkiv region, privatization has been resumed, and in terms of state property leasing, the region is among the leaders in Ukraine.

This was reported by the Regional Office of the State Property Fund of Ukraine in Kharkiv, as conveyed by "Dumka".

According to the State Property Fund, privatization in the region was on hold since 2022 due to the full-scale invasion. At the initiative of the State Property Fund, it was resumed in August 2024.

Over the past five months, seven successful auctions have been conducted, generating more than 123.6 million UAH for the state. These are additional funds for the state budget, particularly for defense and reconstruction.

The first two auctions in August were successful, bringing the budget 75 million UAH. One of these auctions became the most competitive in Ukraine in 2024. Thirty-four entrepreneurs competed for the premises and garage of the "State Institute of Labor and Socio-Economic Research" in Kharkiv.

Last year, three property complexes were sold in Kharkiv region for nearly 104 million UAH. These assets enable the launch of new businesses or the expansion of existing ones. Additionally, entrepreneurs acquired three real estate properties for 1.48 million UAH and corporate rights of JSC "Vazhpromelektroproekt" for 18.2 million.

"The new owners not only paid for the assets but also took on the obligations to settle the enterprises' debts. This particularly relates to tax and salary arrears, totaling almost 39.8 million UAH," says Stanislav Savenkov, head of the Regional Office of the State Property Fund of Ukraine in Kharkiv.

On average, there were 10 bids per lot in the region—almost double the national average. Due to high competition, the price of state assets increased by 10.4 times from the starting price.

Last year, the leasing of state property in Kharkiv region contributed almost 31.8 million UAH to the national budget. This is a 40% increase compared to 2023.

In 2024, there were 50 successful rental auctions in Kharkiv region. With an initial value of all lots at 31.6 thousand UAH, the final rental price reached 115 thousand UAH, which is a 3.6-fold increase.

The auctions offered rental spaces in 19 populated areas, with the majority located in Kharkiv. One of the lots was in the city of Lozova—just two square meters for a self-service terminal. Three participants competed for this lot, raising the rental fee 327 times—from 45.8 UAH to 15 thousand UAH.

In 2025, the Regional Office of the State Property Fund of Ukraine in Kharkiv plans to generate 270 million UAH in privatization revenues. Among the most promising lots for this year are the joint-stock company "Radiorelay Plant," a building of nearly 2,000 m² in Kharkiv, and several unified property complexes:

  • "State Design and Survey Institute 'Ukrenergosetproekt';
  • "Novopokrovsky Grain Processing Plant";
  • "Kharkiv Industrial and Trade Enterprise";
  • "Dublyansky Distillery."
