Kharkiv region ranks among the top five areas with the highest utility payment debts.

In 2024, homeowners' associations filed 3.6 thousand lawsuits and court orders against debtors, which is double the number compared to before the full-scale war began.

According to analysts, homeowners' associations in Ukraine are increasingly turning to the courts to recover debts from residents. If there were 1.4 thousand lawsuits in 2023, their number rose to 3.6 thousand in 2024.

The highest number of court cases was registered in Dnipropetrovsk (644), Odesa (547), and Zaporizhzhia (488) regions. In Kharkiv region, which ranked fourth, attempts to recover debts through court occurred 377 times.

Lawyers attribute this increase in lawsuits to the lifting of the moratorium on fines for utility debts, which was in effect during the early years of the war. Courts are also issuing court orders more actively – in 2024, there were already 2.2 thousand, accounting for 62% of all cases reviewed.
